Why is my new DSL speed so slow?

I just signed up for AT&T's DSL service. I can't remember if it's Express or Pro, but either way, I should be getting at least 1.5 Mbps. I went to speedtest.net and I'm getting .49 Mbps. I checked all phone lines; they all have dsl filters. I restarted computer and modem, and still no results.
