On harvest moon: tree of tranquility can you get married past the second year?

Okay, I'm on year three. I have ALL the requirements, so no worries about that. I checked them off while playing the game. I'm trying to marry Gill. I've found the diary, upgraded my house (I'm on 4), & have a double bed and I've got 10 hearts. But I've seen a lot where people say in year 2. So can you only marry in year 2? confuuuused, please help!
