Can my next door start doing car reparing service?

I live in rural area in a detached house with lovely country scenes in Ireland.I have noticed my next door started servicing & repairing cars with lots of cars in front of his drive waiting to be repaired. Everyday I can see people dropping their cars for repairs & then collecting them afterwards. It's becoming a nuisance in this quiet lane way disturbing the peace & tranquility. Is he allowed to open a garage by law?
