For Harvest Moon Tree of Tranquility, other than a blue feather, what do you need for the person to say "yes"?

The blue bird came, and I got the blue feather, I went to propose to Gill and all he said was, "Oh, a blue feather...?" What else do you need in order for Gill to say yes?
